山东省国资委及省管企业情况介绍

 

山东省人民政府国有资产监督管理委员会(简称山东省国资委)是山东省政府直属特设机构,代表省政府对监管企业国有资产履行出资人职责。截止2010年底,山东省国资委履行出资人职责企业(以下简称省管企业)共24户,资产总额8457亿元,所有者权益2521亿元。监管企业2010年实现营业收入5176亿元、利润总额492亿元。在2010年全国省级监管企业排序中,资产总额、营业收入和净资产分列第六位,利润总额、上缴税金分列第二位,总资产报酬率、净资产收益率居全国首位。

山东省省管企业经营领域主要涉及钢铁、煤炭、汽车及机械制造、交通运输、商业贸易、黄金、医药化工及金融投资等行业,在国内具有较强竞争力和影响力。今年上半年,有4户省管企业资产总额超过1000亿元,其中2户突破1500亿元;6户企业营业收入超过200亿元。其中,有12户企业跻身2010年度中国企业500强行列。

Introduction to SASAC and Province-administered Enterprises of Shandong Province

 

State-owned Assets Supervision and Administration Commission of Shandong Provincial Government (SASAC of Shandong Province) is an special organization directly under the Shandong Provincial Government, which, on behalf of provincial government, fulfills the responsibilities of investors over state-owned assets. Till the end of 2010, SASAC of Shandong Province had fulfilled the responsibilities of investors over 24 enterprises (hereinafter referred to as province-administered enterprises) and had a total asset of 845.7 billion yuan, and an owner's equity of 252.1 billion yuan. Enterprises supervised and administered in 2010 achieved operating revenue of 517.6 billion yuan, with a total profit of 49.2 billion. Over all provincial SASACs, it ranks in No.6 for total assets, operating revenue and net assets, no. 2 for total profit and tax delivery, and No.1 for ROA and ROE.

Shandong province-administered enterprises are mainly involved in iron and steel, coal, automobile and machinery manufacturing, transportation, commerce and trade, gold, pharmaceutical chemical and financial investment industries, which have strong competitiveness and influence nationwide. The first half of this year, among all the province-administered enterprises, there were 4 with total assets above 100 billion yuan, 2 of which were with total assets above 150 billion yuan; and there were 6 with operating revenue above 20 billion yuan. 11 of Shandong province-administered enterprises ascended to “2010 top 500 Chinese Enterprises”.

山东省面向海内外引进高层次创新创业人才政策

 

一、引才重点

围绕转变发展方式,调整经济结构,实施“高端、高质、高效”产业发展战略,打造山东半岛蓝色经济区、沿海高效生态产业带、沿海高端产业带、临港产业带,振兴钢铁、汽车、船舶、化工、轻工、纺织、有色金属、装备制造、电子信息、现代物流十大产业等经济社会发展重大战略、重大决策和重大科技创新工程,以我省行政区划内的高校、企业、科研院所和各类园区为主体,面向海内外引进高层次创新创业人才。优先引进具有领军作用的学科带头人和项目负责人,优先引进能够在我省重点产业领域和关键共性技术方面实现突破的实用型人才,优先引进掌握自主知识产权、有望形成新的经济增长点的创新创业人才和团队,优先引进具有金融管理和资本运作经验的高层次管理人才。

二、引才标准

(一)基本条件:一般应具有较高学历,年富力强,在国外著名高校、科研院所担任相当于副教授以上专业技术职务,或在国际知名企业或金融机构担任中高级职务。能连续为引进单位服务3年以上,每年服务时间一般不少于6个月。

(二)引进的创新人才还应具备下列条件:高校、科研院所引进的人才,需具有国际或国内一流的研究水平,学术科研成果具有同行公认的重要影响;或者获得国际重要科技奖项、掌握重要实验技能、拥有科学工程建设关键技术等。企业引进的人才,需拥有能够促进企业自主创新、技术产品升级的重大科研成果;或者具有丰富的金融管理、资本运作的成功经验。

(三)引进的创业人才还应具备下列条件:拥有自主知识产权和发明专利,且其技术成果国际先进,能够填补国内空白、进行产业化生产并具有市场潜力;有海外创业经验,熟悉相关产业领域和国际规则;自有资金(含技术入股)或海外跟进的风险投资占创业投资额的50%以上。

三、支持政策

符合上述标准的引进人才,经我省有关部门审查通过后,享受如下支持政策:

(一)给予每位全职引进人才100万元的一次性资助。

(二)授予引进人才“泰山学者海外特聘专家”称号,每年发放20万元经费资助,最多可连续支持5年。

(三)用人单位为引进人才租用100150平方米的住房,或给予相应租房补贴。

(四)符合条件的引进人才,可以担任科研院所、国有企业的领导职务或直接聘任相应的高级专业技术职务,主持重大科研项目和工程项目,参与重大项目咨询论证、重大科研计划和省重点工程建设。优先支持引进人才申请政府部门的科技资金和产业发展扶持资金;优先推荐引进人才参加国内省内学术组织,参加我省两院院士(外籍院士)候选人遴选和各类政府奖励评选。

(五)按照国家、省有关政策,妥善解决引进人才居留、出入境、落户、医疗保健、保险、住房、税收、配偶安置、子女入学等方面问题。

(六)对列入国家“千人计划”的引进人才,除中央资助部分外,地方政府给予相应资助经费。

Shandong Recruiting Plan for High-level, Innovative and Entrepreneurial Talents from Home and Abroad

 

1.      Focus

The aims are to switch the mode of development, to readjust economic structure, to implement the “high-end, high-quality and high-efficiency” strategy for industrial development, to build a blue-economic zone in Shandong Peninsula, a coastal efficient eco-industrial belt and a coastal high-end industrial belt and an industrial belt by the harbors, and to revive industries crucial for economic and social development and requiring major strategies, decisions as well as science and technology innovations, which include: iron and steel, automobiles, ship-building, chemical industry, light industry, textile industry, nonferrous metals, equipment manufacturing, electronic information, and modern logistics. Based on the higher education institutions, enterprises, scientific research institutes and various types of economic districts and zones in our provincial administrative division, we are making efforts to attract high-level, innovative and entrepreneurial talents from both home and abroad. The talents     followed would be preferred: the leading scholars and project leaders, innovative and entrepreneurial talents and teams who are holding proprietary intellectual property rights and are likely to become the new economic growth point, and those advanced administrative talents in finance management and capital operation.

2.      Standards:

(1)   Basic requirements: holding higher education degrees; being in the prime of life; holding professional and technical positions equivalent to or higher than associate professors in well-known foreign colleges and universities or scientific research institutes; holding senior positions in world-renowned enterprises or financial institutions; being able to serve continuously for the recruiting units for no less than 3 years, and work no less than 6 months per year.

(2)   Specific requirements:

The talents recruited for higher education institutions and scientific research institutes should also meet the following requirements: reaching international or national top-class research level and the academic or scientific research findings being well recognized by their counterparts; holding major international science and technology awards, mastering important experimental skills, and holding key technology on scientific engineering construction.

The talents for enterprises are required to have major scientific research achievements which can promote the proprietary innovation of the enterprise and upgrade its technology products, or they need to have rich experience in finance management and capital operation.

(3)   Additional requirements: holding proprietary intellectual property rights and invention patents, or having gained technological achievements which are up to advanced international standards, their products having market potential and the potential to fill the gaps in national market; having the experience of founding overseas ventures and being familiar with associated industries and international rules; self-invested capital (including technology shares) or overseas follow-up risk investment accounting for 50% or more of total venture investment.

3.      Supporting policy

After examined by relevant departments of Shandong Province, any introduction talents who conform to the above-mentioned standards will enjoy the following assistant policies:

(1)   A one-time funding of 1 million RMB.

(2)   Offer the title “Taishan Distinguished experts and Scholars from overseas”; a 200 thousand yuan subsidy per year, continuously with 5 years for the most.

(3)   Living house ranging from 100-150 square meters rent by recruiting units, or renting subsidies provided by recruiting units.

(4)   Qualified talents may take the managerial position or corresponding high-level professional and technical position in higher education institutions, scientific research institutes, state-owned enterprises, or preside over major scientific research projects and participate in consulting and verifying major projects as well as constructing research plans and key provincial projects. We support talents to apply for provincial funds for science and technology development and support funds for industrial development. We also recommend talents to join academic organizations province-wide and nation-wide, and to participate in the public appraisal for provincial academicians (foreign academicians) and various types of government incentives.

(5)   In accordance with national and provincial policies, we will appropriately resolve residence, immigration, settlement, health care, insurance, housing, taxes, spouse placement, schooling of children and other issues for recruited talents.

(6)   Besides national subsidies, the local government also offers support funds to the talents involved in national “1000 Talents Program”.

Other introduced talents could negotiate the compensations and salaries with the enterprises.
